Knowing which strategy and the scale of the investment over a realistic period is vital. HPC system lifetimes are measured on the order of five years and investments in datacentres, mechanical and engineering elements are of course managed over considerably longer cycles.
Predictably the answer is “it depends”, but improvements in observed productivity and enhancements from improved scientific fidelity can be be relatively quick (3-12 months). A more realistic assessment of return on investment as part of a longer term strategic investment requires a typical horizon of 3-5 years.
