FAQs
The first thing in any procurement process is to build a sound business case outlining the need and potential benefit of acquiring such a system. Depending on the likelihood of gaining the finance required, the next step would be to undergo a detailed requirements capture.
Using the requirements gathered, these can then be turned into a request for tender document or an invitation to tender document. It is important that the correct procurement strategy is identified. There are legal procedures that need to be followed to ensure a correct and fair process is undertaken. If the system is large or complicated you may wish to send out a pre-qualification questionnaire to filter suppliers according to their ability to meet the technical requirements. If there are several suppliers with the capability of meeting all of the technical requirements then a scoring system can be adopted against the supplier responses which will hopefully arrive at the most suitable candidate.
There are many ways of achieving this, which we use in our assured commisioning process. Using the individual requirements, a test can be devised to ensure each requirement has been met. This can form a test plan which will, if completed successfully lead to acceptance of the system. You should be able to request that this test plan be completed at the factory, so when the system arrives on-site, you will have a degree of confidence that as long as the system is re-assembled correctly, it will pass the re-running of the plan on site.
